SUMMARY & BACKGROUND:
This Ordinance authorizes appropriating and expending an amount not to exceed $500,000 from the Capital Improvement Fund for site development including demolition and underground storage tank removal. Funds for this project are included in the proposed 2023 Capital Improvement Plan (CIP) budget.
The building, located at 1901 Spielbusch Avenue, was constructed in 1946 and served as a downtown service/maintenance station which included a fueling site. In an effort to operate more efficiently, the Fleet service garage was closed in 2008 and the operations was moved to the Imlay garage rendering the remaining half of the building in partial use until the roof collapsed and downtown maintenance was moved to its current location on Lagrange Street in 2021.
The City plans to demolish the existing blighted building and redevelop the site as a 78-space surface parking lot for City employees (as depicted in Exhibit A). The new city-owned parking lot is estimated to save approximately $72,000 annually. The savings will come from the expense the City currently incurs for parking its employees at several privately-owned lots downtown. Approval is contingent upon Toledo Lucas County Plan Commission Downtown Overlay Committee.
