SUMMARY & BACKGROUND:
This Ordinance authorizes appropriating and expending an amount not to exceed $500,000 from the Capital Improvement Fund for site development including demolition and underground storage tank removal. Funds for this project are included in the proposed 2023 Capital Improvement Plan (CIP) budget.
The building, located at 1901 Spielbusch Avenue, was constructed in 1946 and served as a downtown service/maintenance station which included a fueling site. In an effort to operate more efficiently, the Fleet service garage was closed in 2008 and the operations was moved to the Imlay garage rendering the remaining half of the building in partial use until the roof collapsed and downtown maintenance was moved to its current location on Lagrange Street in 2021.
The City plans to demolish the existing blighted building and redevelop the site as a 78-space surface parking lot for City employees (as depicted in Exhibit A). The new city-owned parking lot is estimated to save approximately $72,000 annually. The savings will come from the expense the City currently incurs for parking its employees at several privately-owned lots downtown. Approval is contingent upon Toledo Lucas County Plan Commission Downtown Overlay Committee.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That an amount not to exceed $500,000 is authorized for appropriation from the unappropriated balance of the Capital Improvement Fund to Account Code 5040-26100-8CP2316PLDEMO and expenditure of same is authorized for site development including demolition and underground storage tank removal at City-owned 1901 Spielbusch Avenue.
SECTION 2. That the Mayor is authorized to accept bids and award contracts for the purposes specified in Section 1, upon terms and conditions as approved by the Director of Law and the Director of Public Service.
SECTION 3. That the Director of Finance is authorized to draw their warrant or warrants against the Account Code in Section 1 in payment of the above authorized obligations in an amount not to exceed $500,000 upon presentation of the proper voucher or vouchers.
SECTION 4. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property, and for further reason that the Ordinance must be immediately effective in order to allow the timely demolition and tank removal in accordance with EPA regulations and development of the site for future use.
