SUMMARY & BACKGROUND:
This ordinance authorizes the emergency repair of the deteriorating watermain within the city's water distribution system on Manhattan Blvd. at Nearing Ave. Due to numerous main breaks over the last forty-five days the city received quotes from three vendors with Crestline being the lowest. This work is necessary to maintain safe, reliable service that will meet the demands in the City of Toledo water distribution system.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That an expenditure not to exceed $46,000 is authorized from the Water Operating Fund Account Code 6060-34000-4000514STDSTD for the emergency replacement of the watermain on Manhattan Blvd. at Nearing Ave.

SECTION 2. That the mayor is authorized to enter into contract with Crestline Paving and Excavating Co. Inc. for the emergency replacement of the watermain on Manhattan Blvd. at Nearing Ave, upon such terms and conditions as are acceptable to the Mayor, the Director of Public Utilities and the Director of Law.

SECTION 3. That Council finds and determines that, pursuant to TMC Chapter 187.20, competitive bidding was waived for the reason that it was an emergency that could not have been reasonably foreseen and would result in an interruption or detriment to utility services and the repair cost has been deemed reasonable by the Director of Public Utilities.
