Authorizing the expenditure of $59,910 from the Local Fiscal Recovery Fund for consulting services for the Vision Zero program; authorizing the Mayor to accept bids and award contracts; and declaring an emergency.

SUMMARY & BACKGROUND:

The city will receive $180.9 million through the American Rescue Plan Act (ARPA) to be used to address the public health and negative economic impacts of the COVID-19 pandemic. The Toledo Recovery Plan framework (authorized by Ordinance 530-21), which outlines the city’s projects that will be funded through ARPA, includes $1,000,000 for the Vision Zero program. The Vision Zero program is an initiative aimed at increasing community safety on Toledo’s streets by promoting safe, healthy and equitable mobility though sustainable strategies that prioritize equity, community engagement and data analysis.

 

Ordinance 241-21 authorized the appropriation of $60,000 in ARPA funds for the Vision Zero program and this ordinance requests authorization to expend $59,910 of those funds for consulting services to support the development of a Vision Zero Action Plan. This action plan will provide the outline for the city’s Vision Zero investments and projects.  

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.                     That the expenditure of $59,910 is authorized from the Local Fiscal Recovery Fund Account Code 2021-22500-2VISIONZERNEI for consulting services for the Vision Zero program.

 

                                                                                                         SECTION 2.  That the Mayor is authorized to accept bids and award contracts for the purposes specified in Section 1.

 

SECTION 3.                      That the Finance Director is authorized to draw warrant or warrants against the above account code in payment of the above authorized obligations in an amount not to exceed $59,910 upon presentation of proper voucher or vouchers.

 

                     SECTION 4.                      That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property, and for further reason that the Ordinance must be immediately effective in order to timely begin developing the Vision Zero Action Plan.
