Revising the special reserved on-street parking spaces policy for individuals with mobility impairments in residential areas in the City of Toledo; and declaring an emergency.

SUMMARY & BACKGROUND:
A significant number of residents of the City of Toledo are mobility impaired. Many of these individuals reside in areas where parking, both on-street and off-street is limited. On October 24, 1989 the City of Toledo City Council passed Resolution 233-89 establishing a policy pertaining to special parking zones for individuals with mobility impairments in residential areas in the City of Toledo.

It is desirable and necessary to revise the policy governing the special reserved parking spaces for individuals with mobility impairments so the policy may be implemented in a fair and equitable manner consistent with the current standards and practices. Representatives from the City of Toledo and The Ability Center have redefined a fair and equitable policy for establishing these special reserved parking spaces.

Summary
NOW, THEREFORE, Be it resolved by the Council of the City of Toledo:

SECTION 1. That the following shall pertain to revision of the policy pertaining to special reserved parking spaces for individuals with mobility impairments in residential areas:

A. Policy
The City of Toledo Department of Public Service/Division of Transportation shall establish a policy regarding special reserved on-street parking spaces in residential areas for vehicles used by or for individuals with mobility impairments, as defined by O.R.C 4503.44(A), only if the below-listed eligibility criteria (subsection B) and application process (subsection C) are met by the applicant.
