SUMMARY & BACKGROUND:
This Ordinance authorizes the re-appropriation of funds in order to provide interim funding for CDBG/ESG Homeless Service Provider sub-recipients in the period before Community Development Block Grant and Emergency Solutions Grant funds are available. Through the CDBG and ESG programs administered by the Department of Neighborhoods, sub-recipient agencies, upon meeting eligibility requirements, receive annual funding. Due to delays in grant awards at the federal level, the City has not yet received HUD approved funds to pass through to the sub-recipient agencies.

This ordinance authorizes the appropriation of funds in the General Fund to support homeless service provider agencies for CDBG and ESG eligible activities that have been approved on their respective 2017 program year budgets until federal grant funds are released. The City funds will be released to agencies consistent with CDBG and ESG practices and procedures. Once HUD grant funding is released and the sub-recipient agencies meet stated requirements for the program, the General Fund will be reimbursed. Funding to cover this request will come from unexpended budget in the Division of Economic Development.
