SUMMARY & BACKGROUND:
A District Improvement Program application has been submitted to purchase and install gateway modems, license plate readers (LPR), and point-tilt-zoom (PTZ) cameras at 16 sites in District 2, including schools, school stadiums or facilities, and select high-traffic intersections. DIP funds will be used for the first-year startup costs, after which the total 5-year contract will be under TPD management with Flock Group, Inc. Contracting with Flock Group, Inc. includes operation and maintenance of the camera system with the best cost proposition over the 5-year period.

This pilot program is designed to strengthen security at locations where young people gather and to expand the Toledo Police Department's intelligence network across the City. The project includes installation of LPRs to monitor vehicle activity in driveways and parking areas, as well as PTZ cameras to provide flexible, detailed surveillance of building exteriors and entrances. Participating schools have indicated that these upgrades are critical enhancements to their existing systems and will support more effective coordination with law enforcement during emergencies.
