Title

Authorizing the Mayor to enter into a grant agreement with ConnecToledo to support the purchase and installation of wayfinding signs in District 3; authorizing the expenditure of $50,000 from the Capital Improvement Fund District Improvement Program (DIP) in District 3; and declaring an emergency.

SUMMARY & BACKGROUND:

A District Improvement Program application has been submitted to support ConnecToledo in advancing implementation of the Wayfinding Strategy Executive Summary and Final Recommendations Report developed in 2024 by Kolar, a nationally recognized, Ohio-based firm specializing in wayfinding systems, civic communication, and place-based solutions. Development through input from community members, institutional partners, and key stakeholders, the strategy establishes the fundamental elements of a comprehensive signage system serving both vehicular and pedestrian users.

 

On behalf of the City of Toledo, ConnecToledo, working in partnership with the Toledo Design Collective, is managing implementation of the Wayfinding Strategy. Of the 133 recommended signs for the entire project, the first six flagship signs in District 3 can be installed through this DIP funding.

 

The District Improvement Review Committee convened on August 11, 2026, and recommended approval of this application in an amount of $50,000.

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That the Mayor is authorized to execute the necessary contracts with ConnecToledo from the District Improvement Program for the stated purposes, upon such terms and conditions as shall be approved by the Director of Economic Development and the Director of Law.

 

SECTION 2. That an amount not to exceed $50,000 is authorized for expenditure from the Capital Improvement Fund Account Code 5040-10100-8CPDNGPRODST3 from the District Improvement Program for reimbursement of eligible expenses associated with the Toledo wayfinding signage in District 3.

 

SECTION 3. That the Director of Finance is authorized to draw warrant or warrants against the above Account Code in payment of the above authorized obligations in an amount not to exceed that authorized in Section 2 upon presentation of the proper voucher or vouchers.

 

SECTION 4. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that this Ordinance must be immediately effective to timely procure and complete this project.
