Title
Authorizing the appropriation and expenditure of $17,901,842 from the Local Fiscal Recovery Fund for public safety wages and fringes during fiscal year 2024; and declaring an emergency.
Body
The City of Toledo has been awarded $180.9 million through the American Rescue Plan Act ("ARPA"). One of the four statutory eligible uses for these funds is for the provision of government services under the revenue replacement eligible use category.
This Ordinance authorizes the appropriation of $17,901,842 million in funds in 2024. These funds will be used to cover public safety wages and fringes, which will be reclassified from the General Fund to the Local Fiscal Recovery Fund.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $17,901,842 is authorized from the Local Fiscal Recovery Fund to Account Codes 2021-52000-3POLICEDPTRRP and 2021-53000-3FIRERESDTRRP for the purpose of recording public safety wages and fringes during fiscal year 2024 under the revenue replacement eligible use category for ARPA funds.
SECTION 2. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to immediately effective in order to record eligible expenditures in the Local Fiscal Recovery Fund under the revenue replacement eligible use category for the ARPA funding.
