SUMMARY & BACKGROUND:

This Ordinance authorizes the expenditure of funds from the Capital Improvement (CIP) Fund for Gas Collection and Control System (GCCS) improvements and other necessary landfill development and construction activities at the Hoffman Road Landfill (landfill). These activities are needed to ensure compliance with relevant landfill permits, enhance effective operation and to comply with applicable regulations under Ohio Administrative Code (OAC) 3745-27 and relevant federal regulations. Furthermore, these activities support the city's sustainability goals by reducing the emissions of Greenhouse gases to the environment.

The 2024 landfill CIP program a combination of permitting, engineering and construction activities are needed. These include, but may not be limited to: 1) environmental consulting and engineering, 2) Construction Quality Assurance (CQA) and reporting, 3) upgrading the GCCS to replace wells and aging components 4) Replace components of the leachate management system, including a wet well, pumps, panels, piping and flow metering equipment,5) landfill surface grading, soil cover and seeding, 6) installing semi-permanent & permanent stormwater management features, 7) portable and permanent litter control measures, and 8) infrastructure improvements including roadways and ditches.
