SUMMARY & BACKGROUND:
Fire recommends to begin this year’s Academy on 7/28/2023 rather than the previously scheduled 9/1/2023 to capture 2024 overtime savings. This will advance graduation by (2) pay periods availing an overtime savings potential of approximately $477,500 in the following year according to staffing model projections. Related wage costs are proportionally inverse, requiring various general fund budget increases and equivalent reductions in 2024 of approximately $331,500; accordingly, starting the class one-month earlier nets just under $150,000 in overtime savings potential.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $331,500 is authorized from the unappropriated balance of the General Fund to Account Code 1001-53000-3341002STDSTD (wages and fringes) for the 2023 fire academy.
SECTION 2. That this ordinance is declared to be an emergency measure and shall take effect and be in force immediately from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that it must be immediately effective as an overtime cost containment measure.
