SUMMARY & BACKGROUND:

The Water Reclamation Plant (Plant) utilizes numerous covered and uncovered tanks for processing and storage. The Division of Water Reclamation (Division) is working to increase the availability and redundancy of process tanks to satisfy both the Ohio and US EPA. The Division has identified two digester tanks, three bulk polymer tanks, and the belt filter press feed well in the Solids Handling facility that require extensive cleaning and equipment rebuild. The Division intends to seek proposals for cleaning the tanks and rebuilding and/or replacing associated equipment as needed in order to increase the availability and redundancy of tanks and associated equipment at the Plant. Funds are available in the Sewer Improvement Fund for this purpose and were approved to be appropriated with the passage of the 2023 Operating Budget (Ord. 81-23).

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.                     That the expenditure of $750,000 is authorized from the Sewer Improvement Fund for three projects listed below for the completion of the Solids Handling Tank Cleaning and Equipment Rebuild Project at the Water Reclamation Plant.

 

Digester #2 Cleaning & Equipment Rebuild, Account Code 6073-36000-4UC0823STDSTD-$250,000

Digester #7 Cleaning & Equipment Rebuild, Account Code 6073-36000-4UC0923STDSTD-$250,000

BFP Feed Well & Polymer Tanks Cleaning, Account Code 6073-36000-4UC1023STDSTD-$250,000

 

SECTION 2.                     That the Mayor is authorized to accept bids and award contracts for equipment, professional, engineering, and construction services necessary for the completion of the Solids Handling Tank Cleaning and Equipment Rebuild Project at the Water Reclamation Plant, upon terms and conditions approved by the Director of Public Utilities and the Director of Law.

 

SECTION 3. That the Finance Director is authorized to issue their warrant or warrants against the Account Codes identified in Section 1 in the amount of $750,000 in payment of the obligations authorized herein upon presentation of the proper voucher or vouchers.

 

SECTION 4. That the disappropriation of any remaining budget to fund balance is authorized at project closeout.

 

                     SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to facilitate the Solids Handling Tank Cleaning and Equipment Rebuild Project at the Water Reclamation Plant.

 

Vote on emergency clause:  yeas 12, nays 0.
