Title

Authorizing the Mayor to enter into a water distribution system condition assessment agreement for a term of 3-years; authorizing an expenditure not to exceed $100,000 annually; and declaring an emergency.

 

Body

SUMMARY & BACKGROUND:

Since 1999, the city has been performing a yearly watermain replacement program.  The current evaluation process is a manual process performed on a case-by-case basis.  Evaluation criteria includes main breaks, pipe age, pipe size, pipe material, location, main criticality, and flow/pressure improvement potential.

 

The city is seeking a program to evaluate the entire water distribution system using this data along with additional data (topology, geography, seismic, proximity to railroads/highways/bodies of water) to determine the likelihood of failure along with the consequence of the failure and cost to prioritize main replacements before breaks occur.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.  That the Mayor is authorized to prepare specifications, accept bids and enter into agreements for a period of three years for services that will provide a condition assessment of the water distribution system, under such terms and conditions as the Mayor may deem requisite and proper and shall be subject to approval by the Director of Law and the Director of Transportation. 

 

                     SECTION 2.  That an amount not to exceed $20,000 is authorized for expenditure from the Water Replacement Fund Account Code 6063-35000-4UC0320STDSTD, and an amount not to exceed $80,000 is authorized for expenditure from the Water Operating Fund Account Code 6060-35000-4000512STDSTD for the first year of services listed in Section 1.

 

                     SECTION 3.  That, subject to annual appropriations, the expenditure of an amount not to exceed $100,000 annually is authorized from the Water Operating Fund Account Code 6060-35000-4000512STDSTD, for subsequent years of services listed in Section 1. 

 

                     SECTION 4.  That the Director of Finance is authorized to issue their warrant or warrants against the Account Codes listed above in an amount not to exceed $100,000 annually in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.

 

SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to effectively prioritize water distribution main replacement projects.

 

Vote on emergency clause:  yeas 11, nays 0.
