Title

Authorizing the expenditure in an amount not to exceed $300,000 from the Water Operating Fund for concrete restoration within the City; authorizing the mayor to accept bids and enter into contracts; and declaring an emergency.

Body

SUMMARY & BACKGROUND:

The City of Toledo Division of Water Distribution has reached an agreement with Local 7 to allow subcontracting on concrete restoration work.  This effort is limited to the designated area and serves only to assist with the backlog of work.  It will not set a precedent for future restoration work.  This ordinance authorizes the expenditure of funds to repair utility cut damaged due to water main break repairs and improvements within the City.  This is necessary to maintain safe, reliable service.

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1.  That an amount not to exceed $300,000 is authorized for expenditure from the Water Operating Fund, Account Code 6060-34000-4000514STDSTD for the concrete restoration within the City.

SECTION 2.  That the mayor is authorized to accept bids and award contracts for concrete restoration that are made in locations inside the City of Toledo limits, upon such terms and conditions shall be approved by the Director of Public Utilities and the Director of Law.

SECTION 3.  That the Director of Finance is authorized to issue warrant or warrants against the Account Code listed in Section 1 in an amount not to exceed $300,000 in payment of the obligations authorized in Section 2 upon presentation of the proper voucher or vouchers.

SECTION 4.  That this Ordinance is declared to be an emergency measure and shall take effect and be in force immediately from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that this Ordinance must be immediately effective in order to ensure uninterrupted progress related to street restoration.
