SUMMARY & BACKGROUND:

The City of Toledo, Division of Parks and Recreation is seeking authorization to apply for funds granted by Ohio Department of Natural Resources (ODNR) through their NatureWorks Program to support necessary renovations to the baseball fields at Detwiler Park. The Parks Department has seen increased demand for these fields over the past several years.  The proposed renovations will better support this increased use and restore Detwiler Park as a viable location for regional tournaments.  The grant requires a minimum 25% match from the City of Toledo, $25,000 has been budgeted in the 2023 Capital Improvement Fund to meet matching fund requirements.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the Mayor is authorized to apply for a grant from the Ohio Department of Natural Resources (ODNR) in the amount of $100,000 to support renovations to the baseball fields at Detwiler Park.

 

SECTION 2.  That the Mayor is authorized to expend the amount of $25,000 to satisfy local matching funds requirements of the Recreational Trail grant program from the Capital Improvement Fund Account Code 5040-40100-8CP2230PRKINF in the event that the grant is awarded.

 

SECTION 3.  That the Finance Department is authorized to draw warrant or warrants against the Account Code above in an amount not to exceed $25,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.

 

SECTION 4.  That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the Ordinance is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective for timely application for the grant funds.
