SUMMARY & BACKGROUND:

The city has been awarded $180.9 million through the American Rescue Plan Act (ARPA) to be used to address the public health and negative economic impacts of the COVID-19 pandemic. The Toledo Recovery Plan framework (authorized by Ordinance 530-21) includes $2.5 million for a universal pre-k program. This ordinance allows for the appropriation and expenditure of $1.25 million in 2023 for the HOPE Toledo organization. Ordinance 191-22 authorized the appropriation and expenditure of the initial funds in 2022.

 

HOPE Toledo is an Ohio corporation not-for profit that holds a 501c3 tax exempt status with the Internal Revenue Service. HOPE Toledo’s mission is to support and ensure high-quality education, from preschool to post-secondary and trade school, for every young person in the city of Toledo, to create generational economic change for the betterment of Toledo’s families and community. The funds as presented in the Toledo Recovery Plan will be used to provide scholarship dollars for eligible families to have access to quality preschool education and to support and develop preschool providers in the City of Toledo.

 

Summary

NOW THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the appropriation of an amount not to exceed $1,250,000 is authorized from the unappropriated balance of the Local Fiscal Recovery Fund to Account Code 2021-10200-1HOPETOLEDNEI for the HOPE Toledo universal pre-k program and further authorizing the expenditure of same.

 

SECTION 2.  That the Mayor is authorized to enter into an amended grant agreement with HOPE Toledo for the purposes authorized in Section 1 upon terms and conditions consistent with American Rescue Plan Act regulations and otherwise acceptable to the Director of Law and the Director of Parks and Youth Services.

 

                     SECTION 3.  That the Finance Director is authorized to draw warrant or warrants against the above Account Code in an amount not to exceed $1,250,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.

 

SECTION 4.  That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the Ordinance is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that this Ordinance must be immediately effective in order to timely provide funds for quality preschool education.
