SUMMARY & BACKGROUND:
The IT department is requesting authorization for its network support contract vendor, New Era Technology to replace the existing end of life Cisco wireless controller and access points with redundant next generation Cisco wireless controllers, Catalyst 9800 and access points, Catalyst C9115I. The project includes hardware and software purchases, project planning, Cisco Internetwork Operating System (IOS) upgrades, Service Set Identifier (SSID), and license migrations, device configuration and testing.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the expenditure of an amount not to exceed $81,536.00 is authorized from the Capital Improvement Fund Account Code 5040-17500-8CP2214ITINFRpasswor for the provision replacing the existing end of life Cisco wireless 5508 controllers and access points with the Next Generation (2) Cisco 9800 Wireless controllers and access points.
SECTION 2. That the Mayor is authorized to enter into a contract with New Era Technology for the purpose authorized in Section 1, upon terms and conditions acceptable to the Director of Information and Technology and the Director of Law.
SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive procurement requirement of Toledo Municipal Code Chapter 187 for the reason that New Era Technology has familiarity with the current IT infrastructure necessary to minimize critical systems interruptions and maintain system security.
SECTION 4. That the Finance Director is authorized to draw warrant or warrants against the above-mentioned Account Code in an amount not to exceed $81,536.00 in payment of the above authorized obligations upon the proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that current wireless controllers are at end of life and need to be replaced.
