SUMMARY & BACKGROUND:

This project includes specialized work of approximately 800 locations in the City of Toledo Water Distribution service area.  The division estimate is based on the 800 listed locations per year.  The city reserves the right to add or subtract from the list at the city’s discretion.  The actual locations and scheduling will be determined by the Division of Water Distribution.

 

The contractor will be required to replace the existing house line from the curb box to the house, into the house, and tie into the existing service meter.  The contractor shall re-expose the curb box, install new copper house line to the house, and through the building foundation to within 1 foot of the existing service meter, and connect to the existing service meter including all valves, bends, fittings, etc. to properly connect to the existing service meter per AWS Standard Drawings 2017-009-04, 2017-009-05, and 2017-009-28.  The Contractor shall schedule for final review of the house line installation prior to backfilling the excavations or restoration inside the house.

 

Upon final approval, the contractor shall then perform all surface restoration for the service line and house line work within the rights-of-way, on private property, and inside the house and may include, but not limited to tree removal, pavement, curb, gutter, sidewalk, retaining wall, driveway apron, and lawn strip restoration, and may including replacing trees.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.                     That the mayor is authorized to apply for and enter into agreements with the Water Supply Revolving Loan Account (WSRLA), the Ohio Environmental Protection Agency, and the Ohio Water Development Authority (OWDA) and to accept and deposit no interest principal forgiveness grant proceeds of an amount not to exceed $2,000,000 into the Water Replacement Fund, Account Code 663G-34000-4UG4523STDSTD, for the Lead Replacement Project.

 

SECTION 2.  That an amount not to exceed $2,000,000 is appropriated from the unappropriated grant proceeds in the Water Replacement Fund into Account Code 663G-34000-4UG4523STDSTD; and further authorizing the expenditure of same for the Lead Service Line Replacement Project. 

 

SECTION 3.  That an amount not to exceed $100,000 is appropriated from the unappropriated balance of the Water Replacement Fund into Account Code 6063-34000-4UC4523STDSTD; and further authorizing the expenditure of same for payment of loan application fees and miscellaneous project costs.

 

SECTION 4.  That the mayor is authorized to accept bids and execute necessary contracts related to this grant upon such terms and conditions as shall be approved by the Director of Public Utilities and the Director of Law.

 

SECTION 5.  That the Director of Finance is authorized to issue his warrant or warrants against the Account Codes listed in Sections 2 and 3 in an amount not to exceed $2,100,000 in payment of the above-authorized obligations upon presentation of proper voucher or vouchers.

 

SECTION 6.  That the disappropriation of any remaining budget to fund balance at project closeout is authorized.

 

                     SECTION 7.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to ensure the uninterrupted distribution of quality potable drinking water to the residents of the entire region.
