Title

Authorizing the appropriation and expenditure of an amount not to exceed $2,942,000 from the Local Fiscal Recovery Fund for major building improvements at City of Toledo community and senior centers; authorizing the Mayor to accept bids and award contracts for said improvements; and declaring an emergency.

SUMMARY & BACKGROUND:

The city is the recipient of $180.9 million through the American Rescue Plan Act (ARPA) to be used to address the public health and negative economic impacts of the COVID-19 pandemic. The Toledo Recovery Plan framework (authorized by Ordinance 530-21) includes $3 million for improvements to the City of Toledo community and senior centers.

 

This Ordinance authorizes expending an amount not to exceed $2,942,000 from the Local Fiscal Recovery Fund authorized by Ordinance 530-21 for preserving and maintaining major building components at the City of Toledo’s community and senior centers including, but not limited to, roof replacement, replace HVAC systems, replace plumbing, replace parking lots, electrical upgrades, fire protection systems. Funds are available for appropriation and expenditure from the approved Local Fiscal Recovery Fund. 

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.  That the appropriation of $2,942,000 is authorized from the unappropriated balance of the Local Fiscal Recovery Fund to Account Code 2021-26100-2COMMUNITYNEI and the expenditure of same is authorized for building improvements at City of Toledo community and senior centers.

 

                     SECTION 2. That the Mayor is authorized to accept bids and award contracts for purposes authorized in Section 1, upon terms and conditions acceptable to the Director of Public Service and the Director of Law.

 

                     SECTION 3.                     That the Director of Finance is authorized to draw their warrant or warrants against the Account Code in Section 1 in an amount not to exceed $2,942,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.

 

SECTION 4.                     That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property, and for further reason that the Ordinance must be immediately effective in order to allow the timely complete improvements at the City’s community and senior centers.
