SUMMARY & BACKGROUND:
The City of Toledo is the recipient of $180.9 million through the American Rescue Plan Act (ARPA) to be used to address the public health and economic impacts of the COVID-19 pandemic. The Toledo Recovery Plan framework (authorized by Ordinance 530-21) includes $2 million for investments in mental health support services. This ordinance allows for the appropriation and expenditure of $2 million in proposed programming to address behavioral health needs of City of Toledo residents impacted by the COVID-19 pandemic.

This ARPA funded program would be administered by subrecipient Lucas County Mental Health & Recovery Services Board (MHRSB). These subrecipient funds will be awarded to eligible providers of mental and behavioral health services and eligible community organizations and nonprofits within the City of Toledo to support the operations of MHRSB in combatting the negative impacts of the COVID-19 pandemic. Attached is a document submitted by the Lucas County Mental Health & Recovery Services Board which outlines six proposed projects spanning mental wellness community grants, rapid response and trauma/grief support capacity building, domestic violence treatment, navigation services, and rehabilitation resources.

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the appropriation of $2,000,000 is authorized from the unappropriated balance of the Local Fiscal Recovery Fund to Account Code 2021-10200- 6HEALTHBRDNEI for a Behavioral Health Response Grant Program and further authorizing the expenditure of same....
