Title
Providing for a Vision Zero policy to eliminate fatalities and serious injuries that are a result of crashes on City streets within the City of Toledo by 2031; and declaring an emergency.
Summary
Whereas, one death on our streets is too many, and
Whereas, in Toledo, an average of 32 people lose their lives to traffic related fatalities every year, and hundreds more are severely injured. We cannot accept this statistic as an inevitable consequence of traveling in our city, and
Whereas, crashes on City streets necessitate a comprehensive and specific approach to street planning, design, policy, enforcement, legal processes, education and communication in order to provide the most powerful solution to solve the problem; and
Whereas, Vision Zero is a strategy to eliminate all traffic fatalities and severe injuries, while increasing safe, healthy, equitable mobility for all; and
Whereas, the City of Toledo embarked on a Vision Zero planning process, and we are adopting a bold goal to eliminate all traffic related deaths by 2031; and
Whereas, the Office of the Mayor, Department of Transportation, and the City's professional Vision Zero consultant, Toole Design, presented a Vision Zero Plan to City Council on March 20, 2023; NOW, THEREFORE,
Be it resolved by the Council of the City of Toledo:
SECTION 1. That the City of Toledo commits to a goal of zero deaths and serious injuries that are a result of crashes on City streets by 2031 by the adoption of the Vision Zero Plan presented on March 20, 2023.
SECTION 2. That the City of Toledo is dedicated to measuring the progress, challenges, and successes of the Vision Zero commitment and will do so with tangible, reportable metrics that will be reported upon on an annual basis.
