SUMMARY & BACKGROUND:
Dispatching to emergencies is a multi-faceted process primarily dependent on successful cellular connectivity between Computer Aided Dispatch (CAD) and Automated Vehicle Location systems (AVL) for proper resource prioritization and deployment. Connectivity issues compromise resource prioritization, ultimately delaying on-scene arrival times and associated interventions, including patient treatments, as closest resources appear offline and are bypassed for second and third-due options. This is an issue Toledo Fire faces regularly (See Attachment #1) and aims to correct.

Accordingly, Toledo Fire and Rescue requests authorization to upgrade our current AVL system to remedy stated connectivity issues. Intended system improvements are installed with various safety forces like Toledo Police Department, University of Toledo Police Department, and Lucas County Emergency Medical Services, who enjoy nearly 100% AVL connectivity and consequent lower on-scene arrival times (See Attachment #2-3), representing a huge benefit to the service area.

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the Mayor is authorized to prepare plans and specifications, accept bids, and enter into contracts related to improving Toledo Fire and Rescue AVL systems and equipment.
