SUMMARY & BACKGROUND:

The City of Toledo, Division of Parks and Recreation is seeking support to apply for its application to the Ohio Department of Natural Resources (ODNR) through their Recreational Trails Program for the purpose of supporting the resurfacing and preventative maintenance improvements to the paved loop trail at Ottawa Park. This grant will compliment recent trail improvement work performed at Ottawa Park and will complete restoration of the entire 2.5mile paved loop. The grant requires a minimum 20% match from the City and $100,000 has been included in the 2023 Capital Improvement Plan budget to complete this project.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That this Council supports the mayor’s application for a Recreational Trails Program grant from the Ohio Department of Natural Resources (ODNR) in the amount of $150,000 for resurfacing and preventative maintenance on the paved loop trail at Ottawa Park.

 

SECTION 2.  That the Mayor is authorized to expend the amount of $100,000 to meet the expected costs of the project and to satisfy local matching funds requirements of the Recreational Trails grant program from the Capital Improvement Fund Account Code 5040-40100-8CP2327PRKINF in the event that the grant is awarded.

 

SECTION 3.  That the Finance Director is authorized to draw warrant or warrants against the Account Code above in an amount not to exceed $100,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.

 

SECTION 4.  That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the Ordinance is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective for timely application for the grant funds.
