Title

Authorizing the expenditure of $60,000 from the Capital Improvement Fund for the design of a river access ramp and overlook structure at River Road Park; authorizing the Mayor to accept bids and award contracts for said purpose; and declaring an emergency.

Body

SUMMARY & BACKGROUND:

This ordinance authorizes expending an amount not to exceed $60,000 for the schematic design and cost estimate development of a river access ramp and overlook structure at River Road Park. Connecting the public to the City’s greatest natural resource is a priority for the Parks Division. This project provides the opportunity to take advantage of under-utilized river front parkland by providing accessible access to views of the Maumee River.

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the expenditure of an amount not to exceed $60,000 is authorized from the Capital Improvement Fund Account Code 5040-40100-8CP2230PRKINF for the design of a river access ramp and overlook structure at River Road Park.

SECTION 2. That the Mayor is authorized to accept bids and award contracts for the purposes specified in Section 1 upon terms and conditions as acceptable to the Director of Law and the Director of Parks and Youth Services.

SECTION 3. That the Finance Director is authorized to draw warrant or warrants against the above account code in payment of the above authorized obligations in the amount not to exceed $60,000 upon presentation of the proper voucher or vouchers.

SECTION 4. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that this Ordinance must be immediately effective in order to timely design and construct the River Road Park river access facility for proper and safe use.
