SUMMARY & BACKGROUND:

The Division of Road and Bridge Maintenance is requesting the expenditure of $1,300,000 from the Capital Improvement Fund for the Bridge Matches & Planning program.  This money will be used to provide City match dollars to state and federal grants and loans. 

 

The Bridge Matches & Planning program provides funding that is needed to supply match funds for outside grants and loans the division has anticipated and secured, as well as to plan for future larger scale projects. These CIP funds will match federal and state transportation funds already approved through multiple sources.

 

Authorization for the expenditure of these critical funds now will allow for timely bidding and construction to ensure all projects are completed this year in a balanced, efficient fashion.  It also allows for the processing of agreements needed to accept the outside grant and loan dollars before funding agency deadlines.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.                       That an amount not to exceed $1,300,000 is authorized for expenditure from the Capital Improvement Fund Account Code 5040-23100-8CB2312MATCHP for Road & Bridge Maintenance Matches and Planning capital improvement program.

                     

SECTION 2.  That the Mayor is authorized to prepare plans and specifications, as well as authorized to accept bids and enter into contracts necessary to complete the planning, design, and construction of bridge matches and planning projects, including such items as labor, materials, construction testing and professional services and for property appraisals, title work, negotiations, acquisition, and environmental contamination studies that are necessary to acquire additional rights-of-way as required.  Contracts shall contain such terms and conditions as the mayor may deem requisite and proper and shall be subject to approval by the Directors of Law and Transportation.

                     

                     SECTION 3.                       That the Finance Director is authorized to draw their warrant or warrants against the account code identified in Section 1 in an amount not to exceed $1,300,000 in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.

                     

                     SECTION 4.                     That this Ordinance is declared to be an emergency measure and shall take effect and be in force immediately from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective in order to meet deadlines for planning, design, environmental, bid, and construction.

 

Vote on emergency clause:  yeas 10, nays 0.
