SUMMARY & BACKGROUND:

The Toledo Football Academy has been awarded funds granted by the Department of Housing and Urban Development through the Congressional Designated Spending Program to support the Schneider Park Revitalization project. These funds are being passed through to the City of Toledo for execution of construction contracts related to the project deliverables. The pass through of funds from the Toledo Football Academy to the City of Toledo is authorized by a development agreement included in the lease agreement with the soccer club.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the Mayor is authorized to enter into necessary agreements and to accept and deposit US Department of Housing and Urban Development grant funds in the amount of $1,381,000 awarded to the Toledo Football Academy to support improvements at Schneider Park into the Capital Improvement Fund Account Code 540G-40100-8GA8654STDSTD.

 

SECTION 2. That the appropriation of $1,381,000 is authorized from the unappropriated grant proceeds of the Capital Improvement Fund to Account Code 540G-40100-8GA8654STDSTD and the expenditure of same is authorized for Schneider Park improvements.

 

SECTION 3. That the Mayor is authorized to accept bids and award contracts for the purposes specified above, upon terms and conditions acceptable to the Director of Parks and Youth Services and Director of Law.

 

SECTION 4.  That the Finance Director is authorized to draw warrant or warrants against the Account Code above in an amount not to exceed $1,381,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.

 

SECTION 5.  That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the Ordinance is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective to timely receipt, deposit and administer the grant funds.

 

Vote on emergency clause:  yeas 10, nays 0.
