SUMMARY & BACKGROUND:
The city is the recipient of $180.9 million through the American Rescue Plan Act (ARPA) to be used to address the public health and negative economic impacts of the COVID-19 pandemic. The Toledo Recovery Plan framework (authorized by Ordinance 530-21), which outlines the city's projects that will be funded through ARPA, includes $6,000,000 for youth and recreational programming. This Ordinance authorizes the appropriation and expenditure of $1,952,500 of this amount for youth engagement, mentoring, and development initiatives in 2023. Funds will be used to support youth programming through grants distributed to community partners and by the Parks, Recreation and Community Enrichment Division. Specific programs targeted for funding are outlined in Schedule A.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the appropriation of $1,952,500 is authorized from the unappropriated balance of the Local Fiscal Recovery Fund to Account Code 2021-40100-7YOUTH and the expenditure of same is authorized for youth engagement, mentoring, and development initiatives as outlined in the Attached Schedule A.

SECTION 2. That the Mayor is authorized to enter into necessary program agreements with those individuals and entities identified in Schedule A, upon such terms and conditions as acceptable to the Director of Parks and Youth Services and the Director of Law.
