Title

Authorizing the Mayor to enter into an agreement with Vance Outdoors, Inc. for the purchase of shotguns; authorizing an amount not to exceed $43,487.13 from the General Fund; and declaring an emergency.

SUMMARY & BACKGROUND:

This ordinance authorizes the expenditure of $43,487.13 from the 2023 general fund to replace aging shotguns. Bids were solicited on Planet Bids and Vance Outdoors, Inc. was the only bidder for 124 shotguns along with a trade-in credit for the old shotguns bringing the total net bid to $183,665.84. In addition, we received a grant from the United States Department of Justice/ Bureau of Justice Assistance/Edward Byrne Memorial Justice Assistance Grant Program for $140,178.71 for this purchase. Toledo City Council approved the use of these grant funds for the purchase of shotguns with ordinance 669-22.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the Mayor is hereby authorized to enter into a purchase agreement with Vance Outdoors, Inc. for the purchase of shotguns.

 

SECTION 2.  That the amount not to exceed $43,487.13 is authorized for expenditure from the General Fund Account Code 1001-52000-3381002STDSTD for shotguns.

 

SECTION 3.  That the Finance Director is authorized to draw a warrant or warrants against the above-mentioned Account Code in an amount not to exceed $43,487.13 in payment of the obligations authorized above by the terms of the purchase agreement upon presentation of the proper voucher or vouchers.

 

SECTION 4.  This Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property, and to expedite the receipt and expenditure of grant funding.
