SUMMARY & BACKGROUND:
The city is the recipient of $180.9 million through the American Rescue Plan Act (ARPA) to be used to address the public health and negative economic impacts of the COVID-19 pandemic. The Toledo Recovery Plan framework (authorized by Ordinance 530-21), which outlines the city's projects that will be funded through ARPA, includes $6,000,000 for youth and recreational programming. This Ordinance authorizes the re-appropriation and expenditure of $47,500 of previously appropriated funds for youth curriculum development with community partners by the Parks, Recreation and Community Enrichment Division. The specific program targeted for funding is outlined in Schedule A.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the disappropriation of $47,500 is authorized from the Local Fiscal Recovery Fund from the following Account Codes:
2021-40100-7YOUTH0077NEI $30,000
2021-40100-7YOUTH0106NEI $15,000
2021-40100-7YOUTH0115NEI $2,500
SECTION 2. That the appropriation of $47,500 is authorized from the Local Fiscal Recovery Fund to Account Code 2021-40100-7YOUTH0122NEI and the expenditure of same is authorized for youth curriculum development.
SECTION 3. That the Mayor is authorized to enter into an agreement with the Arts Commission of Greater Toledo for the purpose development of a youth program curriculum, upon such terms and conditions as acceptable to the Director of Parks and Youth Services and the Director of Law.
SECTION 4. That the Mayor is authorized to accept bids and award contracts for the activities related to the implementation of said youth curriculum, upon such terms and conditions as acceptable to the Director of Parks and Youth Services and the Director of Law.
SECTION 5. That the Finance Director is authorized to draw warrant or warrants against the above Account Codes in payment of the above-authorized obligations in an amount not to exceed $47,500 authorized upon presentation of the proper voucher or vouchers.
SECTION 6. That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the Ordinance is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that this Ordinance must be immediately effective in order to advance critical curriculum development to serve at-risk youth.
