SUMMARY & BACKGROUND:

The City entered into a contract, authorized by Ordinances 21-19 and 303-19, with Arcadis U.S., Inc. for professional engineering services for the Water Distribution System Model and Master Plan, otherwise known as the General Plan, through a competitive bidding process. The General Plan was submitted to and approved by the Ohio EPA in early 2021. Supplemental services work under this contract is continuing.

 

In parallel with the General Plan, the city was planning and implementing significant treatment process upgrades at the Collins Park Water Treatment Plant, which change the water quality characteristics of the system. The process upgrades were implemented in late 2021.

                                                               

Ohio EPA requirements identified in the approval documentation of the General Plan include creating and calibrating an integrated City of Toledo/Lucas County water quality model; using it to evaluate water quality under current and future treatment and distribution system conditions, and evaluating the suitability of existing Stage 2 Disinfection Byproduct Rule (D/DBPR) compliance monitoring locations for effectively monitoring water quality.

 

A water quality model was developed for the City’s water distribution system as part of the General Plan, using available (pre-2021) historical water quality data. To proceed with the modeling work needed to meet the Ohio EPA requirements, current water quality data must be used in an integrated City/County water quality model.

 

The City/County water quality model integration is ongoing. Water quality sampling for the upgraded treatment processes was performed throughout 2022, as required by the Ohio EPA. Once the model integration is complete, Arcadis will be ready to populate the model with 2022 water quality data, calibrate the model and proceed with the Water Quality Modeling Update.

 

This work is best performed by Arcadis due to their expertise as a result of their work with the distribution system model. Amending the scope of work of the existing Arcadis contract is in the best interest of the City as it will reduce costs and time.

 

This Ordinance authorizes an amendment to the scope of work for the Arcadis modeling contract to calibrate the integrated City/County water quality model and use it to evaluate current system water quality conditions; to evaluate the water quality impact of proposed distribution system improvements identified in the General Plan; and to evaluate the effectiveness of Stage 2 D/DBPR compliance monitoring locations, including evaluating revised locations as necessary. The additional cost of this work is $95,000.  Funding for the Water Quality Modeling Update is available from the Water Improvement Fund.

 

This work is necessary to maintain safe, reliable service that will meet the demands of the City of Toledo water distribution system.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.  That the mayor is authorized to execute an amendment to the City’s water distribution system modeling contract with Arcadis U.S., Inc. (Contract #46-4457) to expand the scope of work to include work related to Water Quality Modeling Update, including calibrating the integrated City/County water quality model and using it to evaluate current system water quality conditions; evaluating the water quality impact of proposed distribution system improvements identified in the General Plan; and evaluating the effectiveness of Stage 2 D/DBPR compliance monitoring locations, including evaluating revised locations as necessary.

 

                     SECTION 2.  That an amount not to exceed $95,000 is appropriated from the unappropriated balance in the Water Improvement Fund into Account Code 6061-35000-4UC3723STDSTD and further authorizing expenditure of the same for the Water Quality Modeling Update.

 

                     SECTION 3.  That Council finds it is in the City’s best interest to award the Water Quality Modeling Update work to Arcadis U.S., Inc. as an amendment to the existing contract referenced in Section 1 as a waiver of TMC 187; and finding that such amendment to the scope of work under the existing Arcadis contract will save both time and money due to the interrelatedness of the General Plan modeling work and the Water Quality Modeling Update work and the fact that the original modeling contract was competitively let.

 

SECTION 4.  That the Director of Finance is authorized to issue their warrant or warrants against the account code listed in Section 2 above in an amount not to exceed $95,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.

 

SECTION 5.  That the disappropriation of any remaining budget to fund balance is authorized at project closeout.

 

                     SECTION 6.  That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to meet Ohio EPA water quality modeling requirements in accordance with the schedule approved by the Ohio EPA.
