SUMMARY & BACKGROUND:
The Division of Engineering and Construction Management is requesting the expenditure of $6,000,000 from the Capital Improvement Fund for the Roadway Development program. This money will be used to improve roads that are part of the Department of Economic Development's efforts to attract businesses to Toledo.

The expenditure of these critical funds now will allow for timely bidding and construction to ensure all projects are completed this year in a balanced, efficient fashion. It also allows for the processing of agreements needed to accept the outside grant and loan dollars before funding agency deadlines.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That an amount not to exceed $6,000,000 is authorized for expenditure from the Capital Improvement Fund Account Code 5040-35000-8CB2317STRDEV for development roadway projects.

SECTION 2. That the Mayor is authorized to prepare plans and specifications, as well as authorized to accept bids and enter into contracts necessary to complete the improvements identified above including such items as labor, materials, construction testing, professional services, and for property appraisals, title work, negotiations, acquisition, and environmental contamination studies that are necessary to acquire additional rights-of-way as required.
