For the purpose of requiring that the Mayor and the Administration present to Toledo City Council Biannual Crime Reduction Report.

SUMMARY & BACKGROUND:

As a City Council, we are committed to working with the administration, safety forces, organizations to ensure the safety and well-being of all of City of Toledo residents. This includes a need for data sharing and information accessibility to keep the public informed on current crime statistics, public nuisances, and planning goals. Transparency is vital to maintaining community trust and to engage local partners in efforts to keep Toledo neighborhoods safe.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1For the purpose of requiring that the Mayor and the Chief of Toledo Police Department in consultation with the Toledo Fire and Rescue Department, other City of Toledo departments and other agencies pertinent to a crime reduction, submit a report to Toledo City Council twice year by November 30 and by May 30 during a Toledo City Council Public Safety Meeting; and requiring the publication of the plan on the City’s website two weeks after each meeting.

 

SECTION 2.                     Minimal required contents of the report: should include Crime statistics: by Type, Zip Code, Neighborhood, Districts Level data, disaggregated by race, ethnicity and gender;  officer data-current staffing levels, retirements, summary of discipline issues, police union priorities and summary reports and opportunities for professional development; training requirements overview, assess holistic, non-policing efforts aimed at Crime Reduction; report on any community engagement measures taken or to be taken to assist in crime reduction; goals, priorities, and standards for the reduction of crime and the improvement of the law enforcement in the city.

 

                     SECTION 3. It is found and determined that all formal actions of this Council concerning and relating to the passage of this Ordinance were passed in an open meeting of this Council, and that all deliberations of this Council and any of its committees that resulted in such formal action, were in meetings open to the public, in compliance with all legal requirements including Section 121.22 of the Ohio Revised Code.

 

SECTION 4.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
