Title
Urging the Mayor to reverse his decision to cease communication with Toledo City Council; and declaring an emergency.

Summary
WHEREAS, the Office of the Mayor and the Toledo City Council are coequal branches of government; and

WHEREAS, local government works best when members of Council, the Mayor and his administrators can freely communicate with each other to discuss the issues and problems affecting the citizens of Toledo; and

WHEREAS, the citizens of Toledo deserve a local government that is effective, transparent and accountable as well as leaders who are able to engage in civil discourse with each other; and

WHEREAS, on October 26, 2022 Toledo Mayor Wade Kapszukiewicz directed Members of his Administration to not communicate with Members of Council and canceled all upcoming meetings with Members of Council, resulting in Members of City Council to not receive responses from the Administration, even when related to citizens' concerns; and

WHEREAS, this action of the Mayor might encourage a more drastic use of legislative oversight powers authorized by the Charter in response to his decision; and

WHEREAS, the members supporting this resolution believe that the best interests of the citizens of Toledo are better served by the Mayor allowing for communication to occur between his Administration and Toledo City Council; NOW, THEREFORE,

Be it resolved by the Council of the City of Toledo:

SECTION 1. That Mayor Kapszukiewicz should reverse his decision to cease communication with Toledo City Council, his Administration, and his Office.

SECTION 2. That this Resolution is declared to be an emergency measure necessary for the immediate preservation of the public peace, health, safety and property of the City, and for the further reason that this Resolution is required to be immediately effective in order to restor...
