Authorizing the expenditure of an amount not to exceed $85,000 from the Capital Improvement Fund for the replacement of one (1) Ford F-550 Dump Truck with plow from Baumann Ford Oregon; authorizing the Mayor to award contracts for said purchase; waiving competitive bid and declaring an emergency.

SUMMARY & BACKGROUND:

The Division of Road and Bridge Maintenance is responsible for maintenance and repair of all streets and alleys within the City of Toledo. Equipment is an important part in completing the projects that our city crews are tasked with on a daily basis. The division is currently experiencing a decline in working vehicles and is in need of replacement equipment and vehicles. This Ford F-550 dump truck is currently on the dealer lot at Baumann Ford Oregon and is ready for purchase. It is the intent of the division to use this truck within all road and alley repair / maintenance programs. The truck will also be outfitted with a snow plow. This Ford F-550 dump truck will be a replacement to a current out of service one-ton dump truck. This purchase will be funded from Capital Funds from Ordinance 529-22 and will not exceed the ordinances approved funding.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That an amount not to exceed $85,000 is authorized for expenditure from the Capital Improvement Fund, Account Code 5040-25000-8CP2213VEHCTY for the purchase of non-emergency vehicles and equipment for the City of Toledo fleet.

 

SECTION 2.  That this Council finds it in the best interest of the City to waive the competitive procurement requirements of Toledo Municipal Code Chapter 187 for the purchase of the one (1) Ford F-550 dump truck with plow from Baumann Ford Oregon for the reason that supplies of new vehicles is extremely low and that this vehicle is currently on the lot and available for immediate purchase.

SECTION 3. That the Mayor is authorized to enter into a contract with Baumann Ford Oregon for the purchase of one (1) Ford F-550 dump truck.                     All terms and conditions shall be subject to approval by the Director of Transportation and the Director of Law.

 

SECTION 4.                     That the Director of Finance is authorized to draw warrant or warrants against the Account Codes above in payment of the above authorized obligations in an amount not to exceed $85,000 upon presentation of the proper voucher or vouchers.

 

                     SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective in order to expedite the purchase of these vehicles needed for the proper maintenance and repair of city streets and alleys.

 

Vote on emergency clause:  yeas 12, nays 0.
