SUMMARY & BACKGROUND:
SCBAs are mission-critical safety devices requisite to all immediately dangerous to life and health (IDLH) operations, including most fire ground functions, rescues, and similar activities. Accordingly, said equipment adheres to strict industry maintenance schedules requiring a ready supply of repair parts that are increasingly more difficult to procure due to current complement age. This is further complicated by the fact that our current model ended production over eight years ago, essentially rendering them end-of-service life.

This Ordinance permits the replacement of all end-of-service-life units, per manufacturer recommendations, as a safety measure that ensures firefighter welfare whilst operating in IDLH environments.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the Mayor is authorized to enter into agreements and award contracts necessary to complete the above purchase. Said contracts shall contain such terms and conditions as the Mayor may deem requisite and proper and shall be subject to approval by the Department of Law and the Director of Fire.

SECTION 2. That the expenditure in an amount not to exceed $3,200,000.00 is authorized from the Capital Improvement Fund Account Code 5040-53000-8CP2233FRSCBA for the purchase of self-contained breathing apparatuses and related equipment.
