SUMMARY & BACKGROUND:

Purchased in 2015, this Global M3 street sweeper was placed into service with a very distinct paint job and decals.  Also known as the ‘pink sweeper,’ this Global M3 sweeper was the focus of a direct effort to bring awareness to breast cancer, and demonstrate the city’s support for that awareness.  Through the procurement process, the city arranged for the pink paint job and decals as a custom addition to the equipment and, in turn, the company who completed that work donated to our local cancer society for this project.  Through years of sweeping heavy materials off roadways, the pink sweeper needs significant repair.  The cost of a new sweeper averages $250,000, which leads us to repair instead of replacement.   

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                                                                                                                              SECTION 1.                                          That an expenditure of $85,000 is authorized from the Assessed Services Fund, Account Code 3050-27100-2421001STDSTD, for the repair of the Global M3 street sweeper, aka ‘pink sweeper’ for the Division of Urban Beautification.

 

                                                                                                                              SECTION 2. That the mayor is authorized to enter into a contract with Brown Equipment Company for the purposes specified in Section 1, upon terms and conditions acceptable to the Director of Public Service and the Director of Law.

 

                     SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive bidding requirements of TMC Chapter 187 for the reasons that Brown Equipment Company assessed the sweeper which required disassembly to qualify all major castings and after the assessment it was discovered that refurbishment was more cost effective and expeditious than purchasing a new sweeper. 

 

SECTION 4.                      That the Finance Director is authorized to draw warrant or warrants against the above Account Code in an amount not to exceed $85,000 in payment of all above-authorized obligations upon presentation of proper voucher or vouchers.

 

                     SECTION 5.                      That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property, and for further reason that the Ordinance must be immediately effective in order to allow the timely repair of equipment to maintain necessary street sweeping capacity.

Vote on emergency clause:  yeas 12, nays 0.
