SUMMARY & BACKGROUND:

The Division of Urban Beautification recognizes that tire disposal and recycling is an essential component in reducing blight in our community.  The Tire Amnesty Program will address this city-wide problem, in cooperation with the Lucas County Solid Waste Management District, to provide City of Toledo residents an opportunity to properly recycle tires at a nominal cost of $.50 per tire.  These grant dollars will be spread across several tire amnesty events from July 1, 2022 through June 30, 2023, with the concentrated effort of recycling a large volume of material. 

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.  That the Mayor is authorized to enter into a grant agreement with the OEPA for the Litter Management Grant Program in an amount not to exceed $100,000.

 

                     SECTION 2.  That the Mayor is authorized to accept and deposit funds from the OEPA in an amount not to exceed $100,000 into the Operation Grants Fund Account Code 2016-56400-5G56402STDSTD for the Tire Amnesty Program.

                                          

                     SECTION 3.                     That the appropriation not to exceed $100,000 is authorized from the unappropriated grant proceeds of the Operation Grants Fund into Account Code 2016-56400-5G56402STDSTD; and further authorizing the expenditure of same for the purpose of the Tire Amnesty Program.

 

                     SECTION 4.                     That the Mayor is authorized to enter into contracts or amend existing contracts for the provision of services and supplies necessary for the Tire Amnesty Program, subject to the terms and conditions deemed proper and requisite according to the Director of Public Service and the Director of Law for the Tire Amnesty Program.

 

                     SECTION 5. That this Council finds and determines it is in the best interest of the City to waive the competitive procurement requirements of Toledo Municipal Code Chapter 187 for the reason that it is necessary to coordinate the grant funding cycle with the current program service providers to capitalize on competitive prevailing service rates for licensed providers. 

 

                     SECTION 6.                     That the Finance Director is authorized to issue his or her warrant or warrants in an amount not to exceed $100,000 from the above-authorized Account Code in payment of all obligations authorized upon presentation of proper voucher or vouchers.

 

                     SECTION 7.                     That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of public peace, healthy, safety, and property, and for the further reason that this Ordinance must be immediately effective in order to implement the Tire Amnesty Program.
