SUMMARY & BACKGROUND:
In August 2020, after a competitive request for proposals process, the City selected the firm Griffin & Strong, P.C. to complete a disparity study to measure how effective the City's procurement process has been in awarding contracts to minority and women owned businesses. The disparity study has now been completed and the City is preparing a disparity study implementation plan. This Ordinance authorizes the expenditure of $75,000 to complete this plan and additionally authorizes contracting with Griffin & Strong, P.C., as the firm best-positioned to efficiently and cost-effectively complete the implementation plan. Funds are available in the Diversity, Equity and Inclusion operating budget for this expenditure.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the Mayor is authorized to enter into an agreement with Griffin & Strong, P.C. for a disparity study implementation plan for the City of Toledo, upon such terms and conditions as approved by the Director of Diversity, Equity and Inclusion and the Director of Law.

SECTION 2. That, subject to annual appropriation, an amount not to exceed $75,000 is authorized for expenditure from the General Fund, Account Code 1001-10700-1121003STDSTD for the purpose authorized in Section 1.
