Title

SUMMARY & BACKGROUND:
This ordinance authorizes the purchase and waiving of the competitive bid process for Flock Safety Automatic License Plate Readers. Flock Safety’s patented Vehicle Fingerprint™ technology is the sole source justification. The patented technology enables searches by vehicle make, color, type, license plate, state of the license plate, missing plate, covered plate, paper plate, and unique vehicle details like roof racks, bumper stickers, etc.
The Toledo Police Department entered into an agreement with Flock Safety for a no cost trial period (Ord. 44-22) to evaluate the technology. During the trial period this product has proven to be an effective tool for detectives and patrol officers.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a contract with Flock Safety for the purchase of automatic license plate readers, upon terms and conditions acceptable to the Director of Police and the Director of Law.
SECTION 2. That the appropriation of $65,000 is authorized from the unappropriated balance of the Local Fiscal Recovery Fund to Account Code 2021-52000-3RTCCVIDEONEI and the expenditure of same is authorized for automatic license plate readers.
SECTION 3. That the appropriation of $30,000 is authorized from the General Fund to Account Code 1001-52000-3381002STDSTD and the expenditure of same is authorized for automatic license plate readers.
SECTION 4. That this Council finds and determines it is in the best interest of the City to waive the competitive bidding requirements of Toledo Municipal Code Chapter 187 for the reason that Flock Safety is the sole source for their patented Vehicle Fingerprint™ technology.
SECTION 5. That the Finance Director is authorized to draw their warrant or warrants against the above Account Codes in an amount not to exceed $95,000 in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.
SECTION 6. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property.
