Title
Authorizing the disappropriation and reappropriation of $54,041 within the Storm Water Operating Fund for the purchase of three (3) Multi-parameter Water Quality Sondes; and declaring an emergency.

SUMMARY & BACKGROUND:
This ordinance authorizes the reappropriation of funds within the 2022 Approved Operating Budget to proceed with the purchase of three (3) Multi-parameter Water Quality Sondes that were approved under ordinance 408-22. This adjustment will move available funding from other expense account codes within the same fund and functional area to the appropriate expense account codes to maintain proper accounting of expenses. This ordinance is necessary as current rules require council authorization for any adjustments over $25,000.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the disappropriation of $40,000 is authorized from Account Code 607A-38000-523900-4000552STDSTD and the disappropriation of $14,041 is authorized from Account Code 607A-38000-537400-4000552STDSTD.

SECTION 2. That the appropriation of $54,041 is authorized to Account Code 607A-38000-540200-4000552STDSTD for the purchase of three (3) Multi-parameter Water Quality Sondes as authorized by Ord. 408-22.

SECTION 3. That this Ordinance is declared to be an emergency and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property of the city and for the further reason that this Ordinance must be immediately effective in order to comply with the City's Ohio EPA National Pollutant Discharge Elimination Systems (NPDES) Stormwater and Wastewater permits.
