SUMMARY & BACKGROUND:
This legislation authorizes the submittal to HUD of a Substantial Amendment to the 2020-2024 Consolidated Plan and the 2021-2022 Annual Action Plan consisting of an application to designate two Neighborhood Revitalization Strategy Areas (NRSAs) located in the Old South End and Englewood Neighborhoods; and for the use of federal funds for eligible activities in the designated NRSAs.

The CDBG program allows entitlement grantees to designate local target areas for revitalization and to develop comprehensive approaches to address community development and housing needs in those designated neighborhoods or NRSAs. Designated target areas must comply with HUD eligibility criteria. The entitlement grantee must apply to HUD for designation of a NRSA and approval of the comprehensive revitalization approach. This application to HUD requires a Substantial Amendment to the 2020-2024 Consolidated Plan and the 2021-2022 Annual Action Plan.

Communities with HUD approved NRSAs are offered enhanced flexibility in undertaking economic development, housing, and public service activities with CDBG funds. This flexibility is designed to promote innovative programs and enhance revitalization of targeted underserved areas.

The 2020-2024 Consolidated Plan Substantial Amendment and the 2021-2022 Annual Action Plan are to be submitted to HUD on November 1st, 2022.

The financial impact of this Ordinance does not include any additional dollars to be received from HUD. However, CDBG entitlement dollars may be used in a more targeted and flexible manner in the designated NRSAs.
