Title

Authorizing the Mayor to enter into and execute a Jobs and Commerce Economic Development Program Grant Agreement with the State of Ohio Department of Transportation for the extension of the Greenbelt Parkway; authorizing the acceptance, deposit, appropriation and expenditure of grant proceeds into the Capital Improvement Fund in the amount of $245,000 for the extension of the Greenbelt Parkway; authorizing the Mayor to accept bids and award contracts related to the construction project; and declaring an emergency.

SUMMARY & BACKGROUND:

As part of the Department of Economic Development’s efforts to support the expansion of Universal Metals, the State of Ohio Department of Transportation (“ODOT”) has committed to assist the City of Toledo with the extension of the Greenbelt Parkway and resurfacing of Galena Street by providing a $245,000 grant to offset the City’s investment. The Greenbelt Parkway will be extended 330 feet to provide a new primary entrance for Universal Metals. The extension of the Greenbelt Parkway is necessary to support Universal Metals’ $10 million expansion project that will create 60 fulltime equivalent jobs. In addition to the extension of the Greenbelt Parkway, Galena Street will be resurfaced. The total cost of the reconstruction project is estimated to be $1,737,500 and is currently scheduled for 2023. The City has also been awarded a $500,000 grant from the Ohio Department of Development’s 629 Program to offset the City’s investment in the project. Therefore, the City’s portion of the reconstruction project is $992,500 and the Department of Transportation will be including this amount in its proposed 2023 Matches and Planning budget.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

                     

                                                                                                         SECTION 1. That the Mayor is authorized to enter into and execute a Jobs and Commerce Economic Development Grant Agreement with ODOT for the extension of the Greenbelt Parkway upon such terms and conditions shall be approved by the Director of Transportation and the Director of Law.

 

                     SECTION 2.                      That the Mayor is authorized to accept and deposit grant proceeds in the amount of $245,000 from ODOT into the Capital Improvement Fund Account Code 540G-35000-8GA0103STDSTD.

 

                     SECTION 3.  That the sum of $245,000 is appropriated from the unappropriated grant proceeds in the Capital Improvement Fund into Account Code 540G-35000-8GA0103STDSTD and the expenditure of same is authorized for the extension of the Greenbelt Parkway.

 

                     SECTION 4. That the Mayor is authorized to prepare plans and specifications and to accept bids and enter into contracts in an amount not to exceed $245,000 for the project including such items as labor, materials and professional services necessary for the extension of the Greenbelt Parkway upon such terms and conditions shall be approved by the Director of Transportation and the Director of Law.

 

                     SECTION 5.                     That the Finance Director is authorized to issue his warrant or warrants against the account code identified in Section 3 above in amounts not to exceed $245,000 in payment of the obligations incurred pursuant to the contracts authorized in Section 4 upon presentation of the proper voucher or vouchers.

                                          

                     SECTION 6.                     That the disappropriation of any remaining budget to fund balance is authorized at project closeout.

 

                     SECTION 7. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective to accept funding from the State of Ohio Department of Transportation for these improvements.
