SUMMARY & BACKGROUND:

This Ordinance authorizes the expenditure of $144,000 in American Rescue Plan Act (ARPA) funds for premium pay for employees of the Lucas County 911 Regional Council of Governments who were previously City of Toledo employees during the COVID-19 pandemic. This is a one-time contribution of $3,000 per employee for 48 employees.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1. That the expenditure of $144,000 is authorized from the Local Fiscal Recovery Fund Account Code 2021-89800-1129001STDSTD and the expenditure of same is authorized for payment to Lucas County 911 Regional Council of Governments for premium pay for employees who were previously City of Toledo employees working in response to the COVID-19 pandemic.

 

                     SECTION 2.  That the Mayor is authorized to enter into needed agreements to effectuate Section 1, upon terms and conditions acceptable to the Mayor and the Director of Law.

 

                     SECTION 3. That the Finance Director is authorized to draw warrant or warrants against the above-mentioned Account Code in an amount not to exceed $144,000 in payment of the above authorized obligations upon the proper voucher or vouchers.

 

SECTION 4. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to timely provide support to former City of Toledo employees who are now employed by the Lucas County 911Regional Council of Governments.
