Title

Authorizing the Mayor to enter into agreements and award contracts for the purchase of Lifepak 15 Cardiac Monitors, related equipment, and services, in an amount not to exceed $1,100,000; authorizing the expenditure of $1,100,000 from the Capital Improvement Fund for said purchase; waiving the competitive bidding requirements of TMC Chapter 187; and declaring an emergency.

SUMMARY & BACKGROUND:

Lifepak 15 (LP-15) Cardiac Monitors/defibrillators are critical Emergency Medical Service/Advanced Life Support intervention tools and are integral to TFRD pre-hospital care/treatment of life-ending cardiac events, including arrhythmia corrections, i.e., VFIB, AFIB, and STEMI’s, to return of spontaneous circulation (ROSC) following Cardiac Arrest.

 

This Ordinance permits the replacement of all end-of-service life units, per industry standard and manufacturer recommendation, and properly equips TFRD with the stock necessary to service the City of Toledo response area.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1. That the Mayor is authorized to enter into agreements for the purchase of Lifepak 15 Cardiac Monitors, related equipment, and services. Said contracts shall contain such terms and conditions as the Mayor may deem requisite and proper and shall be subject to approval by the Department of Law and the Director of Fire.

 

SECTION 2. That the expenditure in an amount not to exceed $1,100,000 is authorized from the Capital Improvement Fund Account Code 5040-53000-8CP2234FIRLPK for the purchase of Lifepak 15 Cardiac Monitors, related equipment, and services.

 

SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive bid requirements of TMC Chapter 187 for the reason that Stryker is the sole-source provider for Lifepak 15 Cardiac Monitors and is compatible with existing TFRD emergency medical equipment.

 

SECTION 4. That the Director of Finance is authorized to draw warrant or warrants against the Account Codes above in an amount not to exceed $1,100,000 in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.

 

SECTION 5. That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary to facilitate Toledo Fire’s Emergency Medical Services to the community by replacing end-of-service life Lifepak 15 models with current models as per industry standards and manufacturer’s recommendations.
