SUMMARY & BACKGROUND:
The Division of Traffic Management is in need of two (2) pickup trucks for the operation of maintaining the City’s pavement markings. This Ordinance authorizes the expenditure of funds needed to purchase two pickup trucks by means of the Street Construction Maintenance and Repair Fund. The total amount to be expended for the vehicles is $100,670. These vehicles will enable sign and pavement marking personnel to perform their duties in applying pavement marking material to roadways and maintaining a safe environment for the citizens of the City of Toledo to travel.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the expenditure of $100,670 is authorized from the Street Construction Maintenance and Repair Fund Account Code 2014-22500-2413003STDSTD for the purchase of two pickup trucks.
SECTION 2. That the mayor is authorized to enter into a contract with Dave White Chevrolet for the purchase of two pick-up trucks, upon terms and conditions acceptable to the Directors of Law and the Toledo Department of Transportation.
SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive procurement requirements of Toledo Municipal Code Chapter 187 for this purchase for the reason that there is a proven lack of supply of available trucks and that two (2) trucks have been located and held in order to enter into a contract for the purchase of these vehicles.
SECTION 4. That the Finance Director is authorized to draw their warrant or warrants against the above account code in payment of the above-authorized obligations upon presentation of properly approved voucher or vouchers in an amount not to exceed $100,670.
SECTION 5. That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property, and for the further reason that the Ordinance must be immediately effective in order to purchase two (2) pickup trucks in the furtherance of the Division of Traffic Management duties to be able to apply pavement markings.
