SUMMARY & BACKGROUND:

This Ordinance authorizes the appropriation and expenditure of $1,000,000 for the development and construction of the Glass City Enrichment Center in Glass City Metropark.  The center will be located near the corner of Cherry and Main Street in East Toledo and serve the residents there, including the Garfield Neighborhood.  Metroparks Toledo, through a variety of partners, will provide after school tutoring and programming, community and neighborhood services as well as local offices and storage for Metroparks Toledo in the newly developed park.

 

The support is a one-time contribution as included in the Toledo Recovery Plan.  The dollars invested will be amplified with support from Lucas County, Metroparks Toledo and a number of business and private contributions. 

 

Summary

NOW THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1. That the appropriation of $1,000,000 is authorized from the unappropriated balance of the Local Fiscal Recovery Fund to Account Code 2021-16100-7RESOURCECNEI and the expenditure of same is authorized for the Metroparks Toledo Resource Center to be located at 815 Front Street in Toledo, Ohio.

 

                     SECTION 2. That the Mayor is authorized to enter into an agreement with Metroparks Toledo for the purpose authorized in Section 1, upon terms and conditions acceptable to the Mayor, the Director of Housing and Community Development and the Director of Law to include provisions to ensure that community-based services are provided in the center and that the dollars will be used to rehab and construct the Metroparks Toledo Resource Center.

 

                     SECTION 3. That the Finance Director is authorized to draw their warrant or warrants against the above Account Code in payment of the above-authorized obligations in an amount not to exceed $1,000,000 upon presentation of the proper voucher or vouchers.

 

SECTION 4. That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to timely support this revitalization work in Toledo’s neighborhoods.
