SUMMARY & BACKGROUND:

This ordinance authorizes the Mayor to enter into an agreement with Fusus, Inc for a three-year subscription to Fusus Enterprise Package.  The Fusus Enterprise Package extracts and unifies live video, data and sensor feeds from virtually any source, enhancing the situational awareness and investigative capabilities of law enforcement agencies.

 

Fusus is the only manufacturer that builds a common operating platform that does not require a complete replacement of video cameras, recorders, servers, or network equipment at video sharing locations and will work with existing systems and equipment.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That the Mayor is authorized to enter into an agreement with Fusus, Inc. for a three-year subscription to Fusus Enterprise Package, upon terms and conditions acceptable to the Mayor, the Director of Police and the Director of Law.  

 

                     SECTION 2. That the amount not to exceed $125,000 for year one, $125,000 for year two, and $125,000 for year three is authorized for expenditure from the Law Enforcement Trust Fund Account Code 2090-52000-3T32302STDFED for Fusus Enterprise Package; subject to future appropriations.

 

SECTION  3.                       That this council finds it in the best interest of the city to waive the competitive bidding requirements of TMC Chapter 187 for the reason that the Fusus Enterprise Package provides a common operating platform that does not require a complete replacement of video cameras, recorders, servers, or network equipment at video sharing locations.

 

                     SECTION 4. That the Finance Director is authorized to draw their warrant or warrants against the above referenced Account Code in payment of the obligations authorized above in an amount not to exceed $125,000 annually over the term of the agreement upon presentation of proper voucher or vouchers.

 

                     SECTION 5.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective in order to timely implement the Fusus Enterprise Package.
