SUMMARY & BACKGROUND:

The Lucas County Regional Health District, in partnership with The Toledo Fire and Rescue Department, awards a Ten Thousand Dollars ($10,000) grant to sustain and expand the Leave it Behind program.

 

TFRD has become a nationwide leader in the formation and maintenance of the Leave It Behind program. Consequently, the Lucas County Regional Health District requests our assistance promoting this program outside of the City of Toledo. Accordingly, TFRD will reach out to neighboring community and EMS leaders to encourage the creation of their own Leave It Behind Program.

 

Two major components of the program include the distribution of Lucas County Health Dept. provided Naloxone to patients in need and overdose data to all requesting counties. Being the county seat, TFRD responds to the most overdoses in the area and can provide data to agencies for enhanced strategic and logistics planning. TFRD furnished hotspot data permits targeted Overdose Education Naloxone Distribution (OEND) programs and Against Medical Advice (AMA) patient data transfer to The Lucas County Sheriff Dept’s DART team for future case manager contact facilitating recovery services connections.

 

The Lucas County Health District recognizes, supports, and via this grant, provides financial assistance in TFRD’s endeavors in Overdose Prevention, Education, and Naloxone Distribution assistance to other communities.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1. That the Mayor is authorized to enter a grant agreement and accept deposit from the Lucas County Regional Health District in an amount not to exceed $10,000.00, into the Operational Grants Fund Account Code 2016-53000-3G02419STDSTD, for EMS equipment and related service purchases as used in the department’s Drug Overdose Prevention Program (The Leave it behind program).

 

                     SECTION 2. That the sum of $10,000.00 is appropriated from the unappropriated grant proceeds of the Operational Grants Fund to Accounting Code 2016-53000- 3G02419STDSTD and further authorizing the expenditure, in an amount not to exceed $10,000.

 

                     SECTION 3. That the Mayor is authorized to award contracts, under terms and conditions prescribed by the Director of Fire and Rescue and the Director of Law, for related EMS equipment and supply purchases.

 

                     SECTION 4. That the Director of Finance is authorized to draw warrant or warrants against Accounting Code 2016-53000- 3G02419STDSTD in an amount not to exceed $10,000 upon presentation of the proper voucher or vouchers.

 

SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate health and welfare of the citizens of Toledo.
