Title

Authorizing the Mayor to accept a grant from the Ability Center of Greater Toledo in the amount of $197,000 to support the installation of an inclusive playground at Navarre Park; authorizing the deposit, appropriation and expenditure of $197,000 in the Capital Improvement Fund for the playground project and declaring an emergency.

SUMMARY & BACKGROUND:

The City of Toledo, Division of Parks and Recreation has been awarded $100,000 granted by the Ability Center of Greater Toledo to support the installation of an inclusive playground at Navarre Park. These funds will be matched by the Toledo Refining Company with a $97,000 donation.  The new playground will provide a safe engaging play experience for all families. The remaining funding required to complete the project will come from American Recovery Plan funds and an award of Community Development Block Grant funds  Work will be completed no later than June 30th, 2023.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the Mayor is authorized to accept and deposit a grant from the Ability Center of Greater Toledo in the amount of $197,000 to support installation of an inclusive playground at Navarre Park into the Capital Improvement Fund Account Code 540G-40100-8GA8653STDSTD.

 

SECTION 2. That the appropriation of $197,000 is authorized from the unappropriated grant proceeds of the Capital Improvement Fund to Account Code 540G-40100-8GA8653STDSTD and the expenditure of same is authorized for the installation of an inclusive playground at Navarre Park.

 

SECTION 3. That the Mayor is authorized to accept bids and award contracts for the purposes specified above, upon terms and conditions acceptable to the Director of Parks and Youth Services and Director of Law.

 

SECTION 4.  That the Finance Department is authorized to draw warrant or warrants against the Account Code above in an amount not to exceed $197,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.

 

SECTION 5.  That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the Ordinance is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective to timely receipt and deposit the grant funds.

 

Vote on emergency clause:  yeas 12, nays 0.
