Title

Authorizing the mayor to enter into an agreement with Fondriest Environmental, Inc., for the purchase of three (3) Multi-parameter Water Quality Sondes; authorizing expenditures in an amount not to exceed $52,325 from the Storm Water Utility Operating Fund; and declaring an emergency.

Body

SUMMARY & BACKGROUND:

The Department of Public Utilities is seeking to enter into a contractual agreement with Fondriest Environmental, Inc., in the amount of $52,325 for the purchase of three (3) Multi-parameter Water Quality Sondes. This expenditure will replace equipment that is ten (10) years old and obsolete. In addition, the Multi-parameter Water Quality Sondes are essential and critical to complying with the City’s Ohio EPA National Pollutant Discharge Elimination Systems (NPDES) Stormwater and Wastewater permits. Bids for said project have been received and Fondriest Environmental, Inc., has been selected as the best bidder.

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the mayor is authorized to enter into an agreement with Fondriest Environmental, Inc., for the purchase of three (3) Multi-parameter Water Quality Sondes in an amount not to exceed $52,325 from Account Code 607A-38000-4000552STDSTD; and the expenditure of same is authorized.

SECTION 2. That the Finance Director is authorized to issue warrant or warrants against the account codes above in amounts not to exceed $52,325 in payment of the obligations incurred pursuant to the above authorized contract upon presentation of proper voucher or vouchers.

SECTION 3.                     That this Ordinance is declared to be an emergency and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property of the city and for the further reason that this Ordinance must be immediately effective in order to comply with the City’s Ohio EPA National Pollutant Discharge Elimination Systems (NPDES) Stormwater and Wastewater permits.
